Winston returned to chambers very recently after three years in public office. Up to 2013, he had extensive experience in public and constitutional law including town and country planning, local government, property law, prosecuting and defending criminal proceedings and police governance and police disciplinary matters. He is the former Counsel General to the National Assembly for Wales. Since his return to chambers, he has represented a National Park Authority in relation to a requirement imposed on it by the Welsh Language Commissioner.
